Public Policy
Regulatory design, compute thresholds, procurement and the instruments available to states.
Scope
We do not advocate. We describe policy instruments, examine the evidence base each one rests on, and identify where a rule's stated objective and its likely effect diverge. Where a policy question turns on an empirical claim, we try to establish whether that claim is supported, contested or simply untested.
